The Council of Deputies (Majlis al Wukala), which was established by Royal Decree, had four members. The President of the Council was Prince Faisal bin Abdul Aziz, the Viceroy of the Hijaz. The three other members were a deputy for foreign affairs, a deputy for finance, and the vice president of the Consultative Council.
It was this governing body which evolved into the Saudi Arabian Council of Ministers.
