The dumping of cheap Soviet-made goods on the Jeddah market prompted the merchants of the Hijaz to protest vociferously to Ibn Saud. Despite the remonstrations of the Soviet representative, Karim Khakimoff, Ibn Saud responded to the complaints of the Hijaz merchants by imposing a total embargo on Soviet goods.
