The Ulema of Makkah were somewhat perturbed by Ibn Saud's invitation to the international Muslim community to decide with him the status and supervision of the Holy Places, and feared that their own views might be overlooked and their own position diminished.
Ibn Saud responded at once by forming the Majlis al Shura, a consultative body which included the main religious leaders in the Holy City of Makkah, the most eminent Makkhan citizens and the most prosperous merchants. This body, a consultative council, became the administrative mechanism through which Ibn Saud exercised control of Makkah in the following months.
