Ibn Saud now controlled the Hijaz but he was eager not to appear as the conqueror of the Holy Cities. In his first public statement after entering Makkah he issued an invitation to the Muslim leaders of the world to come to Makkah to confer with him over the future status and supervision of the Holy Places.
